Either Tomb Raider Legends or Tomb Raider (2013). Normally I'd suggest the very first Tomb Raider, but personal experience has me shuddering at the idea of someone's first game having tank controls. I tried helping someone who never really gamed play the first TR and it was a nightmare lol.
In many ways, Indiana Jones and the Infernal Machine is a carbon copy of the original Tomb Raider games, and in some ways an improvement. It's only available for PC and N64 but I'd recommend checking it out. The story and the locations are both really well done, and the puzzles were for the most part challenging but fair.
